A Building Energy Rating (BER) Certificate is an energy label for buildings (similar to that used currently on electrical appliances).
All new homes, for which planning permission applications were submitted after 31st Dec 2006, must have a Building Energy Rating (BER) Certificate prior to them being offered for sale or rent. Currently, from July 2008, this will also apply to commercial buildings and to all existing buildings starting in Jan 2009. It’s the LAW!
Registered Assessors are responsible for generating the BER Certificates. For new houses, this is done from the plans and specifications.
